TortoiseCVS Anonymous Settings:

The first time you must do CVS – make new module. You must create the module and successfully connect. After the first time you just do CVS Update. 

Protocol: Password server [:pserver] 
Server: webcalendar.cvs.sourceforge.net
Port: 2401
Repository folder: /cvsroot/webcalendar  
User name: anonymous
Module: webcalendar

CVSROOT will be automatically filled in with: 

 :pserver:anonymous@webcalendar.cvs.sourceforge.net:/cvsroot/webcalendar

Click on the Revision tab:

For WebCalendar v1.1 make sure "Use Head Branch" is selected.

For WebCalendar v1.0.5 make sure "Choose branch or tag" is selected. In the branch or tag name selection, choose REL_1_0_0 is showing and put a checkmark next to Scan subfolders.

Click OK.

That's it. The settings are actually very simple. Unfortunately I had to read an arsenal of material to figure them out though.
